Why would the Postal Service want to copyright the zip code directory?
 
To make money of course.  They will sell it to you in a lot of different
formats including electronic ones.  Furthermore, they don't want companies
to get it free and then compete with them.
 
How can the postal service have a copyright on the zip code directory?
 
Many people are unaware of the fact that the Postal Service is not an
official government agencies.  Many years ago, Congress sort of contracted
it out and it is now a quasi-governmental corporation.  As a corporation
it can and does hold a copyright in works that it produces.  So while
we may feel that its public information, the actual compilation is a
copyrightable work owned by the Postal Service.
 
On the issue of we should have it free because its a government work,
wake up out there.  The government is in the process of attempting to
take a number of different steps all of which would wind up costing us
more to get access to government information.  If you are interested in
this try to get a copy of a recent "Less Access to More Information". I
think that is the title.  It is an ongoing list of what we used to be
able to get free that we can't get without paying or can't get at all
any more.

     CALLS FOR STATEMENTS OF INTEREST AND EXPERIENCE
 
		BACKGROUND INFORMATION
 
 
The Coalition for Networked Information, a joint project of the
Association for Research Libraries, CAUSE, and EDUCOM was founded
in March, 1990 to promote the creation of and access to information
resources in networked environments in order to enrich scholarship and
to enhance intellectual productivity.
 
Currently 155 organizations and institutions belong to the Coalition
Task Force, a group of institutions and organizations that make special
contributions to the Coalition's  projects and activities.  Included in
the Task Force membership are higher education institutions, publishers,
network service providers, computer hardware and system companies,
library networks and organizations, and public and state libraries.
 
Periodically the Coalition issues Calls for Statements of Interest and
Experience as a vehicle for announcing Coalition initiatives in a manner
that promotes the widest and fairest possible identification of
individuals, institutions, or organizations that are willing and able to
contribute to those initiatives.  Each Call provides a description of the
proposed project or study and most include supporting documents.
 
Individuals, institutions, and organizations are encouraged to respond
to the Call by submitting (1) a brief (one to two page) statement of the
reasons for their particular interest in the project or study, and if
appropriate, a description of how they would pursue the objectives of
the project or study, and (2) information about themselves and/or their
organization or institution that describes the relevant background and
expertise that they have to contribute to the purposes and outcomes of
the project.  Calls for Statements of Interest and Experience are not
requests for proposals (RFPs) and are not intended to solicit detailed,
formal documents as responses.
 
Individuals, organizations, and institutions do not have to be
affiliated with the Coalition or members of the Coalition Task Force to
respond to the Calls.
 
Statements of interest and experience are reviewed by relevant
Coalition Working Group leaders with the support of the Coalition
staff and guidance from the Coalition Steering Committee.  Other
parties may be involved as explained by an individual Call.
Additional information is sometimes requested during this review
process.
 
Reviews of statements of interest and experience are carried out in as
expeditious and as flexible a fashion as possible, taking care to balance
the benefits of a wide and fair search for individuals, institutions, or
organizations willing and able to contribute to Coalition initiatives
with the benefits of focused and timely action by those intiatives.
 
Upon selection of individuals and/or groups to contribute to a given
project or study, all those who submitted a response to the Call are
notified of the outcome by the Coalition secretariat.

CALL FOR STATEMENTS OF
     INTEREST AND EXPERIENCE
 
 
PROJECT:
 
Development of Cost/Benefit Analyses of Alternative Models for
the GPO WINDO Legislative Proposal.
 
DESCRIPTION:
 
The newly established Coalition Working Group on Access to Public
Information seeks assistance with the preparation, evaluation, and
dissemination of cost/benefit analyses of alternative models for the
proposed Government Printing Office Wide Information Network Data
Online (GPO WINDO) Act.  The Coalition is undertaking this project
jointly with the American Library Association, which was active in
developing the legislative proposal.  The primary purpose of this activity
is to provide data and analyses to the policymakers considering the GPO
WINDO proposal.
 
The GPO WINDO bill (HR 2772), introduced on June 26, 1991 by Rep.
Charlie Rose (D-NC), would establish online access to public government
information through the Government Printing Office.  This GPO WINDO
would be a single account, one-stop-shopping way to access and query
federal databases, complementing rather than supplanting other agency
efforts to disseminate information.  Its purpose is to make it more
convenient for the public to obtain low-cost access to government
information.  Initially a core group of databases would be offered, but the
long-term goal is to provide online access to as many federal databases as
possible, limited only by technological and cost constraints.
 
The Coalition and the American Library Association are seeking to gather
information that they can present to all who have a role in moving forward
the GPO WINDO initiative.  In particular, the Coalition and ALA wish
assistance with identifying (a) models for delivery of government
information through a gateway at GPO, and (b) costs associated with the
start-up and maintenance of services based on those models.  These
models and costs will address both government and users, especially
depository libraries, and will take into account existing online services
offered by GPO and other govenmment agencies, alternative methods by
which selected databases might be handled by one or more regional or
selective depository libraries, and identification and examination of
existing cost studies.
 
REQUIREMENTS:
 
Individuals, institutions and organizations interested in this project are
encouraged to contact the person identified below (a) to state in one or two
pages their interest in the project, and (b) to briefly describe the relevant
experience that they have to contribute to the purposes and outcomes of
the project.  Statements may address a subset of the issues, and more than
one study could be undertaken through this process.
 
The Coalition and its partner in this project, the American Library
Association, are particularly interested in encouraging submission of
statements by (a) individuals who have experience in preparing relevant
operational models and cost/benefit analyses, and (b) individuals,
institutions, and organizations that have experience with government
information in electronic formats, and experience with the federal
depository library system.
 
The Coalition is prepared, if necessary, to defray the travel and other
expenses incurred by and to provide honoraria to the individuals or
institutions and organizations who are selected to participate in this
project.  Results from these studies may be needed as soon as June 1, 1992.
 
Please submit a Statement of Interest and Experience to the person
identified below.  Review of statements will begin on March 16.

NERComP Navigating the Internet (A Hands-On Workshop)

An introduction and presentation of the capabilities and utilities involved
when "Navigating the Internet."
 
Jerry Olson, Director of Information Systems, and Steve Vieira, Manager of
the Information Resource Center, from Clark University will discuss,
demonstrate, and propose various methods for supporting the Internet set of
user tools as applied in a smaller university/college context.
A.  Overview of Internet
 
The Internet Network is a composite of many regional organizations that bring
together the resources of commercial, government, and educational
institutions with the common goal of sharing and processing information.  The
network "web" of attached sites and their individual nodes is constantly
expanding as the list of interested organizations join this international
network.
 
B.  Where Do You Start?
 
An often asked question is "How do I get started with Internet and where do I
begin?"  The "whys" and "wheres" are explained in an overview presentation
while also demonstrating potential user applications such as electronic
communication throughout the world, information gathering from a number of
different interest lists, and collaborative work on particular projects with
colleagues from distant locations who have access to the networks
C.Internet Mail
 
 From using the WHOIS DDN listing of usernames at different nodes, to
accessing non-Internet sites such as CompuServe, or from enrolling on the
Freenet system to a discussion of listservers and how to identify where to
find what, this session will involve hands-on action for everyone involved.
At the conclusion of this session, each participant will be expected to log
into an account and be able to utilize WHOIS DDN, electronic mail, and
Freenet.
 
D.  File Transfer Protocol (FTP)
 
Participants in this session will learn to access several FTP sites, GET
files, move from directory to directory, "exploring" the specific node on
which they are logged.  The primary focus will be on what kinds of materials
are available at these FTP sites, how you can tell what might be the contents
of a given file, and how to download and use them, including the
Decompressing and Unzipping methods that can be employed.  As a part of this
demonstration, the McGill University server mechanism, Archie, will also be
displayed with a demonstration of its functionality.
 
E.  TELNET (Remote Logons)
 
The demonstration will include connecting to
a variety of library systems both national and international.  Campus-wide
information systems will be explained and demonstrated.  Participants will be
expected to learn how to TELNET into a site, access a library system, and
find a particular reference.  Participants will also be expected to learn how
to use a campus-wide information system and search through one of these
programs.  Another useful tool that will be demonstrated for each user will
be the ability to log into their own site when traveling off campus.
Supercomputer access will also be discussed.

I have not checked this out myself.  This comes from the March
issue of Boardwatch Magzine which just arrived yesterday.
   FTP to NIS.NSF.NET; cd to nsfstats and get nsYY-MM.btraffic,
where YY=year and MM=month.
   The Merit/NSF net people are around here, so they may have
better info.
   Boardwatch compared the months of Dec. 1990 and 1991 and
found:     Dec. 1990:   2,227 networks
                        573,735,704,980 bytes traffic
 
           Dec 1991     3,295 networks
                        1,359,861,802,500 bytes traffic
 
   Not from the article, but I seem to remember there is
READ.ME file that explains the goodies available and the help
address is nis-info@nis.nsf.net--or you could just call them up. :-)

Yesterday someone asked about Internet statistics.  The Jan issue of
Matrix News had a note on RFC 1296  by Mark Lottor
 (1992) entitled "Internet Growth 1981-1991."
 
 
Abstract
 
   This document illustrates the growth of the Internet by examination
   of entries in the Domain Name System (DNS) and pre-DNS host tables.
   DNS entries are collected by a program called ZONE, which searches
   the Internet and retrieves data from all known domains.  Pre-DNS host
   table data were retrieved from system archive tapes.  Various
   statistics are presented on the number of hosts and domains.
 
Several sites keep RFCs online.  This one came from NIS.NSF.NET in
directory RFC.

Greetings, networkers.  Can anyone give a status report on the
CNI "Top Node" project or related projects?
 
The project had something to do with organizing network resources,
but was somehow different from, say, OCLC's project.
 
The EDUCOM article last month, while informative about the
general CNI plans, didn't go into much detail on what's expected
from this year's work.

        It is located at nis.nsf.net in the rfc directory.  The title is
        RFC1296.TXT-1.  It is worth reading, I downloaded it yesterday,
