I too have my doubts about the validity of the Postal Service's copyright
in the Zip Code Directory after Feist and about how much of the
arrangement, etc is protected.  But like many lawyers, I am a bit
conservative.  I would prefer that Project Gutenberg stay clearly
within the law, so I would not advise them to post the work on the
Internet.  However, I did tell them that if they wanted to start
pushing the limit, this was a good place to start.  Should any of
you wish to take the very small risk of getting sued, you could post
the work and see if the Postal Service objects.  They do not seem
to have done anything about the several copies floating around on the
net yet.
