For whatever it's worth, I'd go with the "looser" policy
expressed above. I think relevant press releases are useful,
often enough, that an occasional spurious or extraneous one
can be tolerated, I don't think they are "spam", and I don't
think the GILS list is busy enough that these should be
considered a serious problem.
