UPDATE ON INTERIOR APPROPRIATIONS BILL

4.  Update on the Interior Appropriations Bill -- In July the House passed
its Interior Appropriations Bill which provides an FY'98 budget for NEH of
$110 million, its current funding level, and zero funding for NEA, which
is currently funded at $99.5 million.  The House also voted for an FY'98
budget of $1 million for the Wilson Center, which is currently funded at
$5.8 million.  The Senate has tentatively set Monday afternoon, September
8, at 5 pm for the floor vote on its Interior Appropriations Bill.  The
Senate Appropriations Committee has recommended $110.7 million for NEH,
$100 million for NEA, and $5.8 million for the Woodrow Wilson Center. In
addition to dealing with some controversial amendments on federal
environmental standards for mining on public lands and road projects of
the Forest Service, there may be several NEA amendments designed to shift
larger amounts of the arts endowment money to state and education
programs.  There are also indications that there could be a floor
amendment to merge the arts and humanities endowments.
