    ARCHIVIST ESTABLISHES INTERAGENCY ELECTRONIC RECORDS WORKING GROUP


Two items of interest for the broad NINCH community from today's NCC
Washington Update: one announcing a doubling of the President's
Technology Literacy Challenge Fund (see
<http://www.ed.gov/Technology/challenge/index.html>) as part of
increased funding for the Dept.  of Education; the other announcing the
formation of an Interagency Electronic Records Working Group by U.S. 
Archivist John Carlin.

4.  Update on Department of Education 1998 Funding -- On November 13
President Clinton signed into law the Labor, Health and Human Services,
and Education Appropriations Bill for FY'98.  This bill provides almost 
a 12 percent increase over 1997 levels for the Department of Education.
Among the increases are a 24% increase for Pell Grants and a doubling of
the President's Technology Literacy Challenge Fund.

5.  Archivist Establishes Interagency Electronic Records Working Group
-- On November 21 U.S.  Archivist John Carlin announced the formation of
an interagency electronic records working group.  The group will solicit
technical assistance from experts with practical experience in the
private sector and the archives of other governments.  Carlin has
charged the group to: review the current version of the General Records
Schedule 20, identify areas for revision, explore alternatives of
authorized disposition of electronic records, identify methods and
techniques that are available with current technology to manage and
provide access to electronic records, and recommend practical solutions
for the scheduling and disposition of electronic records.  The group
will report recommendations by August 1 and then, following review,
develop an action plan for implementation no later than September 30,
1998. 

The National Archives will solicit broad public comment on the Work
Group's recommendations from inside and outside the government.  To
facilitate communication on the electronic records issues, the Archives
has established a Web page at <http://www.nara.gov/records/grs20>. 
Agencies and other interested parties are asked to submit comments or
questions by electronic mail to grs20@arch2.nara.gov
