I highly recommend looking at Tony Bates' (University of
British Columbia) article on Restructuring the University
for Technological Change.

In it he suggests that "if the new information technologies
are to play a central role in university teaching, each
institution needs to develop a set of strategies for change
which will amount to no less than restructuring the
university." He talks about the "Lone Ranger" approach to
using technology in education -- academic innovators working
without all the necessary skills and resources and not
sharing their work with others. (sound like the perfect
rationale for a TLTR?)
He then goes on to suggest 12 organizational strategies for
change including a vision for teaching and learning, the
need for funding reallocation, the need for both a
technology and people infrastructure, new teaching models,
new organizational structures, and research and evaluation.
He concludes that institutions cannot afford to make major
technological investments without developing a vision on
how it wants to teach over the next 10 years.
Also interesting is the vision statement for distributed
learning at UBC, which hypothesizes where UBC will be in
2006 with teaching and learning.
