In November, the Texas Comptroller's Office released a report--
"Gaining Ground-Progress and Reform in Texas Government". This 
report contains 400 recommendations which would save $2.1 billion 
over the next two years and $4.6 billion by the year 2000.

The full text of "Gaining Ground" is now available on Internet. 
Volume I contains an executive summary, highligting the basic themes 
of the report.  Volume 2 of "Gaining Ground" (686 pages) is also 
available online.
