Mr. Williams goes on to explain that MHEC was created
by an agreement among a number of State governments for, among
other purposes, to expand student access, support public policy
development, and promote economic growth through "industry
inovation."
IMHO, given status and such goals, the first order of
business for the new list should be to take a close look at
its policy as to who will be able to subscirbe. If they realy
intend to have a list restricted to "higher education
colleagues" and excluding all those associated with "commercial
entities" they will not only be setting a bad precedent for
telecommunications public policy, education policy, and economic
development, but also fooling themselves about the level of
privacy it is reasonable to expect using listerv. Perhaps
making the list moderated would meet their needs without these
problems.
