H.R. 3626, which I believe included the language of H.R. 3636, passed
the House of Representatives on June 28, 1994. S. 1822, introduced by
Sen. Hollings, passed the Senate Commerce Committee on August. Hollings
intended to bring it before the full Senate in mid-September, before
adjournment, but was forced to declare it "dead" due to last minute
demands for changes made by certain Senators and regional Bells.
