I appreciate Jim Burger's comment on my discussion of France's minitel, 
but did want to emphasize that I personally, despite all the problems 
in technology transfer, do strongly encourage organizations to pass on 
rather than trash their equipment -- this can still be enormously 
empowering.  In fact, I have to say it's not clear to me how Burger 
gets his conclusion out of my comment in any way....
