Thanx to Mr. McDonough for his statistics about the elite. They are 
relevant to discussion of telecommunications policy and legislation, 
because this elite controlls American mass media. This is not one-sided 
political commentary, to be brushed aside. It is fact - uncomfortable 
for those who lack the curiosity to try to construct as close a model 
of the social and political realities as is humanly possible.

     Only by taking these realities in account can we both explain
why media ownership is the way it is, and the proposed legislation re
the Global Information Infrastructure is as it is. And lastly, only by
reference to these realities - which will not be changed for the
wishing - can we both propose alternatives that are responsible to
free speech and democracy, and anticipate the obstacles and relentless
forces that will oppose them.
