It is my understanding that these recissions are NOT going to the
floor of the Hose as independent measures. They are being attached
to other legislation as the funding mechanism. The debate from the
GOP side will thus be something like -- We need to build more prisions
and this bill does that w/o increasing federal spending.

Some of the recissions may also show up as part of block grant
provisions. In an attempt at balance (although it is hard sometimes),
it may be the case that some of the money that is cut will passed
along to States and MAY end up funding the same things.

The bottom line is that I think funding recissions passed by committee
go to the floor as normal legislation (often hidden) and will pass
with simple majorities.

If it passes in the House, and you oppose them, do not wait to start
work on your Senators. Someone tracking them carefully, however, needs
to be very honest about the amount of money that evaporates totally,
versus the money that is simply shifted to block grants. The latter
may still be bad, but it hurts credibility to confuse the two.
