By way of contribution to this discussion -
A principle for telecommunications regulation:
I. All revenues derived from regulation of telecommunications
will be dedicated to public benefits relating to the technology
from which they derive.
While dedicating resources to public benefits (ie. noncommercial
applications and services), this principle will indirectly benefit
the industries that invest in the technology. The idea is that public
benefits can also benefit the industries that create them.
Therefore:
- cable franchise fees should be entirely dedicated to PEG
access TV or other cable related PEG services (I-nets, etc.);
- pcs spectrum auction revenues should be dedicated to
wireless public, educational and governmental services;
- telco franchise licensing fees and utility taxes should be
dedicated to universal service, discounted education and government
connections, and other wireline public benefits;
- and the same goes for broadcast media and the rest.
Pros? Cons? Thoughts?
