The idea of using public telecom fees only for related public telecom
services is interesting.

That has been a goal of PTT reform in many countries where public
telecoms have been cash cows for supporting at least the post office
& frequently all kinds of govt. operations.  Getting PTTs to reinvest
profits in telecom expansion and new services was (and is) a hard
fight.

It looks like American localities do that, too.

However, the argument is frequently that this is one of the few
public activities that can make money, so why not divert the money to
other worthwhile causes that cannot support themselves.
