I think all discussions of what to do about provacateurs are started
by provacateurs - since these shift the groups dicussion from issues 
and actions to procedures.   Lets just recognize that list moderators 
have the same rights/responsibilities as meeting moderators and be 
done with it.  Those individuals who feel any form of order/control 
is censorship have the right not to subscribe to moderated lists.
