I really think this is a very imnportant proposal. Everyone talks about
how we are going to pay for the network and few come up with ideas of how
it can in fact realistically be financed out of telephone funds which
after all represent our rate payments. Since I firmly believe that these
networks must link up homes as well as community institutions I would
like to see the proposal include this concept as well if for nothing more
that a long range strategy of how we achieve universal service. Clearly
once educational and library institutions are linked it will not be very
much more costly to move next to link up the homes. The cable will be
largely laid. INcidentally when we talk about linking we must be sure
that we are clear that we are talking about networks capable of
transmitting two way switched video as well as data. I would like to see
the statement and see if the Alliance wants to sign on as well.
