As you may know, the Senate Commerce Committee has reported out a 
telecom reform bill.  The vote was 17-2, with Sens. Packwood and 
McCain voting no.  For this reason, our promise to post the document 
on <bell.com> today is deferred until Friday, when the Committee can 
provide a copy including today's changes.

Because full reports are not yet available, I'm saying the following 
as an individual, not on behalf of any organization, and cannot say 
they are accurate.  That said:

Senator Pressler and Senator Dole have not yet set a date for floor 
action.  Senator Pressler did say that he would file the bill next week.  

Among admendments reportedly adopted today are: Sen. John Kerry's to 
provide cost-based rates to governmental, educationsal and public 
entities; another Kerry amendment to require pay telephone businesses to 
be in separate subsidiaries; a technical amendment by Senator Hutchison 
re franchise fees that local governments to impose on new telco entrants 
in local markets; Sens. Exon and Gorton's which would expend to 
electronic communications protections against obscenity and indecency 
that now apply to voice telecommunications such as '900' services; Sens. 
Rockefeller and Snowe to allow libraries, hospitals and educational 
institutions in rural areas support from universal service funds.

Again, we expect to post the new document on Friday.
