While most of the attention in D.C. has been focused on the
Exon/Gorton obscenity bill and related things, there is one
other development of note.
Larry Irving, director of the NTIA, told a House Appropriations
Subcommittee on Wed., 3/22, that the agency is working to
restructure the applications for the current round of TIIAP grants
to make them based more on the financial situation of the applicant
than strictly on the technology and imagination of the proposal.
Irving is under a lot of pressure from the subcommittee on this
one. The subcommittee, chaired by Rep. Harold Rogers (R-Ky.)
already approved a $30 million cut in TIIAP money for this fiscal
year, and is very critical of the program because they understood
it to be a program for rural access, and not a technology/network
demonstration program.
