I don't want the public to underwrite delivery technology. I think
that people desiring to move large video files around should have
access to the local cable loop, similar to the access they have to
the local telco loop. Combining satellite delivery and access to the
local coaxial loop (the local cable operators), is a plausible method
of transmitting video for special audiences. Policies exist to
facilitate this type of non-discriminatory access (Section 612 of the
Cable Act). All that is missing is effective implementation that would
follow from the pressure that some constituency will soon exert.
