We need for you to call your Senators today and get more support for the
Snowe/Rockefeller amendment to the telecom reform bill. This calls for
using the universal service fund to give schools and libraries
telecommunications services at cost ("incremental cost" is the term used
in the bill; it means at cost or wholesale).
We need for one or two more key senators to support it when the telecom
bill goes to the floor next week (Telecommunications Competition and
Dregulation Act of 1995). Calls from the states (*from you*) are crucial.
The main number for the Senate is (202) 224-3121. Ask for the staff person
who works on telecom issues or education issues.
What CoSN is doing
==================
I spoke with Senator Bob Kerrey's office earlier this week and they called
for help from the education community to support this amendment. (They are
the champions behind this amendment -- as are Senators Snowe and
Rockefeller.) We pulled together key people from the education community
yesterday (3/30). Frank Withrow, David Byer, Dennis Bybee, and others
gathered (at my office where we had the CoSN board meeting March 10th) and
worked with Kerrey's office by speakerphone. In the afternoon, to show
that we were serious about support, we went over to Kerrey's office and met
with staff.
* We arranged for another letter to be faxed to the Senate from as many
education organizations as possible (CoSN, NEA, NSBA, ISTE, etc.). (CoSN
helped get one out last week from fourteen groups; NEA and NSBA took the
lead.)
* We are urging people from all the groups to *call* the Senate. (This is
what I am asking you to do).
* CoSN faxed and mailed letters to members of the Senate Commerce
Committee asking for support to the amendment, and attached last week's
letter from fourteen education groups.
* A few of us will meet with representatives of the Bells today (we hear
that NYNEX can accept the Snowe amendment, but others oppose it).

amendment to the telecom reform bill. The main Senate number is (202)

Two phone calls today or Monday can make a *huge* difference
