I applaud your activities. However, as far as I can see, such an
activity is already up and running. The Institute for Global
Communications (IGC) and the Association for Progressive Communications
(APC) seem to be existing forces in progressive world politics via
cyberspace.
I suggest that Vigdor, Richard, and Curtiss talk to those folks.
Also, if anyone from IGC or APC has detailed background information
on their activities, I would certainly appreciate a list of references
(I know that Howard Frederick has done some excellent work in this area.)
What makes IGC/APC so impressive to me is that they seem to generate
as many actions as words. Let that be a lesson to us all!

** What are the IGC Networks? **
The Institute for Global Communications (IGC) provides computer networking
tools for international communication and information exchange. IGC is the
US member of the Association for Progressive Communications (APC), a
coalition of computer networks providing services to over 25,000 activists
and organizations in more than 130 countries.
The IGC Networks -- PeaceNet, EcoNet, ConflictNet and LaborNet --
together with APC partner networks, comprise the world's only computer
communications system dedicated solely to environmental preservation, peace,
and human rights. New technologies are helping these worldwide communities
cooperate more effectively and efficiently.
IGC, located in San Francisco, California, is a division of the Tides
Foundation, a 501(c)(3) tax-exempt organization.
By subscribing to any one of the IGC Networks, you have full access to
the resources of any of the other IGC Networks. To help you decide
which of the IGC Networks might best reflect your interests and needs,
here is a brief description of each:
PeaceNet serves peace and social justice advocates around the world in
such areas as human rights, disarmament, and international
relations. A number of alternative news services provide a range
of information about these and other topics from around the
world.
EcoNet serves individuals and organizations working for environmental
preservation and sustainability. Important issues covered
include: global warming, energy policy, rainforest preservation,
legislative activities, water quality, toxics and environmental
education.
ConflictNet serves groups and individuals working for social justice and
conflict resolution. ConflictNet's resources include guidelines
for choosing a neutral third party, sample case development in
conflict resolution, extensive biblographies, legislative
updates, educational materials and newsletters from around the
world.
LaborNet serves groups, unions and labor advocates interested in
information sharing and collaboration with the intent of
enhancing the human rights and economic justice of workers.
Issues covered include workplace and community health and safety,
trade, and international union solidarity and collaboration.
** How People are Using the IGC Networks **
Electronic Mail
Send and receive private messages to and from more than 18,000 international
peace, environmental and conflict resolution users on our affiliated networks
or to millions of users on virtually any other network. Communicate with
people who don't have access to computer networks by sending them a telex or
fax directly from your IGC account. Electronic mail is quick, inexpensive,
reliable and easy to use.
Conferences
IGC's conferencing services offer easy-to-use tools in group
communication and event coordination. Geographically dispersed people
can communicate inexpensively on any subject. Whether you are
administering an organization or distributing an urgent action alert,
IGC conferences are an indispensable tool. Private conferences can be
set up to facilitate internal group decision-making, task-sharing
processes, or sensitive communications. Public conferences are great
for information sharing, newsletter distribution, legislative alerts and
news services.
Information Resources
IGC's several hundred public conferences also include events calendars,
newsletters, legislative alerts, funding sources, press releases, action
updates, breaking stories, calls for support, as well as ongoing
discussions on issues of global importance. IGC is also an access point
for the USENET system of interuniversity bulletin boards. IGC's
capabilities allow you to search lists of speakers, U.S. Congress and
world leaders, media, grant-making foundations or bibliographies. An on-line
news finder helps you easily locate today's progressive news stories.
Internet Services
IGC's direct link with the Internet enables you to use any of the following
Internet services: Internet e-mail, Telnet, FTP, Gopher, Archie, Veronica,
WAIS and World Wide Web (WWW). IGC offers SLIP/PPP (dial-up Internet) access
for all subscribers at no additional charge. For more detailed

Internet Publishing
Disseminate information to the vast Internet community and create visibility
for your organization by posting information on our publicly accessible
gohper, or making use of IGC auto-reply e-mailers, mailing lists, WWW and
newsgroup services.
** International Programs
& The Association for Progressive Communications **
IGC regards international cooperation and partnership as essential in
addressing peace and environmental problems. IGC maintains a major
program to develop low-cost access to computer networking from outside
the United States, especially from non-industrialized and Southern
hemisphere countries. The result of this program has been the
Association of Progressive Communications (APC) which now includes low-
cost computer networks in sixteen countries. IGC has played a major role
in starting the Alternex (Brazil), Nicarao (Nicaragua) and GlasNet
(Russia) non-profit computer networks, as well as in providing technical
support to all of the member networks.
The focus of IGC's and APC's interntaional program is to
empower local, indigenous organizations by transferring expertise and
capacity in computer networking. Operation and management of a local
APC node becomes the full responsibility of the local organization. All
APC partners are independent organizations, and retain full control over
their network.

To join the IGC networks, there is a one-time $15 sign-up charge which
includes the IGC User's Manual, or InterACT (tm), the graphical user
interface for Windows. (InterACT uses SL/IP, and includes all the
best Internet tools, such as World-Wide-Web and Gopher).
Monthly Subscription Fee and Off-Peak Discount
==============================================
After a one-time $15 sign-up fee, the IGC Networks (PeaceNet, EcoNet,
ConflictNet, LaborNet, etc.) charge a monthly subscription fee of
$12.50, which includes six hours of system usage, but does *not*
include any telecommunications access charges (if applicable). See
below for a table of telecommunications charges.
After the first six hours of use each month, system usage is $1 per hour,
plus telecommunications charges (if any).

E-Mail Storage Charges
======================
As a network user, you are allowed 100 kilobytes (50 pages) of
free e-mail storage space. The charge for additional storage
space is one cent per page (2 kilobytes) per month. The system
will notify you if you are exceeding the free storage limit.
Additional Charges
==================
There are additional charges for sending e-mail to fax and telex
addresses and some other computer networks. Faxes sent to US
mainland destinations cost for $0.25 the first page, and $0.10 for
additional pages. See the 'gateways' conference for additional
information about gateway charges and services.
Credit for Referring New Users
==============================
If you refer a new user to the IGC Networks, you will receive a
credit for four hours of off-peak or direct dial modem charges. This
credit can be used over any number of months. Users you refer must
mention your name or login ID when they sign up.
Special Discounts
=================
We also have special rates for groups of users, students and low
income people/organizations. If you qualify as a low income user or
organization, we will include 2 hours of off-peak telecommunications
charges per month at no cost. Send e-mail to:

information.
Group rates are available for groups of accounts billed to a single address:
$50 per month for the master account
$ 3.50 per month for additional accounts
All receive 6 hours of usage time per month; telecommunications charges are
extra, as described in the above table for individual accounts. The signup
fee for additional accounts is $20, and includes 4 hours of off-peak or direct
dial telecommunications charges.
Student rates are available only to people who are registered with a
College, University or High School, and either have an existing
Internet account or can dial direct to our California office modems.

Internet Services
=================
UUCP Service: $30 per month for 20 hours of usage; telecommunications
charges are extra, as explained in the table above. We do not provide
USENET News feeds, except for limited newsgroups. UUCP service is only
for non-profit organizations.
SLIP and PPP service is included with our standard accounts, at no extra
