I have another suggestion.  If every applicant for this TIIAP round 
faxed a copy of their project narrative or preliminary proposal to 
their state's representatives and senators (how about a cc to Newt 
and Bob and/or the chairs of the Appropriations Committees) with a 
request to ensure that sufficient funding was available this should 
make quite an impact.  We have a week before the folks come back - 
should be plenty of time to get a national response.
