A White House report that will be distributed next week
raises concerns about S. 652, the Telecommunications
Competition and Deregulation Act of 1995.  This is the bill 
that was reported out of the Senate Commerce Committee and 
is expected to go to the Senate floor early next month.

According to the Administration the key issues are:

- effective competition tests
- cable rate regulation
- the role of the Department of Justice
- the future of universal service
- hooking up schools and libraries
- foreign ownership
