The second is a haphazard agglomeration of individuals bumping into each
other in this new land, some of which are taking the time to help ensure
that the experience is at least informative.

The first is a conscious, concerted effort to recognize that the 
underlying values of a society must be brought into cyberspace -- not 
via Brownian movement, but by identifying those values, be they 
democracy or charity, and providing plans for their development and 
embodiment.

How we do this, in detail, is unknown.  That we need to do this, is 
part of the creed of the Cyberspace Society.  If you think it will 
just "take care of itself" -- then bump around -- if you think that
things like "media concentration" and aspects of deregulation and the
possible corruption of power by power is a concern, then join the
Cyberspace Society.
