ADMINISTRATION AIRS VIEWS ON SENATE TELECOM BILL
The Clinton administration has circulated a White Paper outlining its
views on the proposed Senate telecommunications bill (S 652),
emphasizing its commitment to ensure that any telecommunications reform
measures ultimately benefit the American consumer: "While significant
parts of the bill are consistent with these principles, in critical
respects the bill does too little to promote competition and too little
to ensure that consumers are not hurt by monopolistic behavior."
Specifically, the administration objects to the proposed cable rate
deregulation procedures, and voices concern over antitrust issues in
the merger of cable and telephone companies. In addition, the
administration advocates a separate role for the Department of Justice
in overseeing RBOC entry into the long-distance market. (BNA Daily
