In our opinion, the heart of the House bill is the power and discretion
of the joint board.
The composition of that board will determine the fate of public affairs
and interests under this legislation.
We strongly encourage all to amend the bill to provide at least a 1/3rd
composition from advocacy and public interest groups.
`SEC. 246. UNIVERSAL SERVICE.
`(a) Joint Board To Preserve Universal Service: Within 30 days
after the date of enactment of this part, the Commission shall
convene a Federal-State Joint Board under section 410(c) for the
purpose of recommending actions to the Commission and State
commissions for the preservation of universal service in
furtherance of the purposes set forth in section 1 of this Act. In
addition to the members required under section 410(c), one member
of the Joint Board shall be a State-appointed utility consumer
advocate nominated by a national organization of State utility
consumer advocates.
