SENATE TELECOM BILL
The Congressional Budget Office has decided to count as "revenue" 
(i.e., as a new tax) the money the Senate's proposed telecom bill would 
take from telecommunications providers to subsidize affordable services 
for rural and other high-cost customers.  That interpretation could cost 
the bill support from a number of conservative senators who have made a 
"no new taxes" pledge.  (Wall Street Journal 5/5/95 B6)
