Does anybody know if HR1555 incorporates the various analysise required
by the unfunded mandates bill?
As I read it, any language that prevents local governments from charging
franchise fees for right-of-way use would qualify as a "taking" per the
unfunded mandates bill.
Seems to me there are going to be some very interesting court cases
coming up around this.
