The International Communications Association (ICA) also supports
interoperability in the legislation. The original draft of the bill
contained four, not three, points under Sec 248.b.2. The point that
was stricken before the house hearings related to interoperability
standards for service providers.
ICA is an association of nearly 600 large business users of
telecommunications. Our goals for the legislation are aimed at
promoting competition (with appropriate safeguards where substantial
competition does not yet exist), interoperability, reasonable and
justifiable rates, and a balance among technical innovation and
privacy.
