Subject: CHAT: I'm feeling frustrated about telecom bills

Since many people on a number of lists like the CHAT suggestion,
here goes:
Do you get the feeling that the telecom bill will be rolled through
with very little working out of the public issues?
Does it feel like a deregulation effort (period).
Issues I see needing addressed include cross-ownership,
interoperability, universal service, and the on-going role of public
interest groups on the joint federal-state board.
Does this mean we must experience the effects of deregulation before
we address the "obvious problems?"
