Telecom reform legislation is popping and hopping in the House and Senate. 
So, we reorganized <bell.com> today to prepare for more postings and
materials in the near future, and to make those we have now more
accessible and usable. 

--> We organized a new Library with a more intuitive and usable structure. 

--> We're adding our own advocacy and advertising materials because of
interest from folks outside the Beltway.  More will be put in that section
over the next few days. 

--> We posted the new study by NERA (National Economic Research 
Associates).  It looks at seven indicators (focusing on AT&T) to 
determine how prevalent competitive forces are in the long distance 
market.  The indicators are:

-- Relative Price Performance          -- Advertising
-- Pricing Behavior                    -- Competitor Entry
-- Productivity                        -- Financial Performance
-- Quality

NERA provides more context for the earlier PNR & Associates "bill
harvesting study" [as an ex-epidemiologist, I especially appreciate
terminology] on long distance company call plans. 

--> We haven't posted House bills and materials quickly, and we're 
working on that.  We're seeking to meet the high goals we set in the 
Senate postings.
