Dear 'Net Friends,

As many of you know, S. 652, the "Telecommunications Competition and 
Deregulation Act of 1995," is scheduled to come up for a vote by the 
full Senate early next week.  The Alliance for Public Technology has 
been urging the inclusion of an advanced universal service goal that 
will "promote and encourage advanced telecommunications networks, 
capable of enabling users to originate and receive affordable, 
high-quality voice, data, image, graphic and video telecommunications 
services."  S. 652 does contain such a goal.  

The potential benefits of high capacity communications to all Americans 
are enormous, particularly in improving and extending the delivery of 
health care, education and social services.  If you too believe that 
advanced telecommunications can benefit ordinary citizens, your support 
is urgently needed.  

APT's letters to Senator Pressler of May 8 and to the full Senate of 
June 1 on this issue are available on our Web/Gopher/FTP site (see 
URLs below), along with our vision paper, "Connecting Each to All," 
and our newly-issued Principles to Implement the Goal of Advanced 
Universal Service.  

If you support an advanced universal service goal, please visit our 
World Wide Web site to sign on to a statement of support.  If you don't 
have Web access or your system doesn't support Web forms, you may sign 
on by sending e-mail to signon@apt.org with the information outlined 
below.  The list of supporters will be shared with the Senate.  The 
Statement of Support for an Advanced Universal Service Goal in S. 652 
reads: 

   "I wish to be included on the Alliance for Public Technology's list 
   of endorsers supporting the inclusion of the national policy goal 
   in S. 652 at Section 4(1), 'to promote and encourage advanced 
   telecommunications networks, capable of enabling users to originate 
   and receive affordable, high-quality voice, data, image, graphic, 
   and video telecommunications services.'"
