A one day workshop with four panels examining the following
topics:

9:00 am to 9:15 am
     INTRODUCTION

9:15 am  to 10:45 am
     LEASED ACCESS TO CABLE TELEVISION NETWORKS.  Under present
     law, cable television networks are required to provide non-
     affiliated programmers with "Leased Access."  This panel
     will discuss problems faced by independent programmers who
     seek access under the current leased access rules.

     MODERATOR:     Jeffrey Hops, Director of Government
                    Relations, Alliance for Community Media

     PANEL MEMBERS:

     Matt York.  Publisher of Videomaker Magazine and Leased
          Access Report.  Organizing Chairman, Video Information
          Providers for Nondiscriminatory Access (VIPNA)
     John Schwartz, Founder, the 90s Channel
     Maria Silveira, Vice President/General Manager, TeleMiami
          Television Cable Network
     Stephen Zipkin, Chief Financial Officer, Advantage

11:00 am to 12:00 pm
     INTERNET SERVICE PROVIDERS--COMPETING WITH TELEPHONE
     COMPANIES.  With changes in rules about vertical
     integration, several local exchange telephone companies
     announced plans to provide Internet services.  This panel
     will feature small businesses that deal with telephone
     companies as suppliers of services and as competitors.

1:30 pm to 3:00 pm 
     CRITICAL INTERFACES--INTEROPERABILITY, SET TOP, ETC.  This
     panel will discuss whether or not the federal government
     should require open architecture for the new broadband
     networks.

     MODERATOR:     James Love, Director of Economic Studies,
                    Center for Study of Responsive Law

          Consumer Technology, Microsoft Corporation

          Communications Industry Association

3:15 pm to 5:00 pm
     COMMON CARRIAGE FOR BROADBAND NETWORKS.  Cable television
     networks largely operate as closed systems, while the FCC
     rules for Video Dialtone systems run by common carrier
     telephone companies require non-discriminatory access.  Bell
     South and some other telephone companies oppose common
     carriage for broadband networks.  NYNEX supports a common
     carriage approach for broadband networks.  Paramount/Viacom
     has lobbied on behalf of a common carrier model for
     broadband networks, as have the 90's channel and other
     content providers.
