Hi Folks,

S.1 (the unfunded mandates bill) requires all sorts of committee reports
to be submitted for bills that create new Federal mandates - and last time
I read the legislation it seems like reducing local regulatory/franchising
authority qualifies as a "taking" under that bill.  I believe the head of
the National Mayor's Conference said as much in a recent speech. 

So... a question to those who've been following S.652 carefully (and the 
house equivalent for that matter):  Have any of the required reports been 
filed, and if so where are copies available?
