                             NTIA ANNOUNCES STAFF CHANGES
                                           
WASHINGTON, DC -- The National Telecommunications and Information
Administration (NTIA) announced today that Deputy Assistant Secretary
Thomas Sugrue will be leaving to become a partner at the law firm of
Halprin, Temple, and Goodman.  Effective upon his arrival, the firm's name
will change to Halprin, Temple, Goodman and Sugrue.  Michele Farquhar, who
currently serves as NTIA's chief of staff, will become acting deputy
assistant secretary effective Monday, July 17.  

      "We will miss Tom Sugrue's tremendous leadership and dedication,"
said NTIA Administrator Larry Irving.  "During his six years at NTIA,
Sugrue has been involved in many of NTIA's notable accomplishments,
including the development and promotion of spectrum auction policies. 
This effort provided the basis for the Federal Communications Commission's
(FCC) recent spectrum auctions, which are estimated to return $9 billion
to the U.S. Treasury."

      Bruce Barnett, of NTIA's Office of International Affairs (OIA), will
also be joining the firm of Halprin, Temple, and Goodman as a Director of
Policy Analysis. 

      The Commerce Department's National Telecommunications and Information
Administration serves as the principal advisor to the President, Vice
President and Secretary of Commerce on domestic and international
communications and information issues and represents the Executive Branch
before the Congress, other Federal agencies, foreign governments and
