NTIA Files VDT Reply Comments With FCC

Last week NTIA filed reply comments with the FCC that outlined
requirements for allowing local exchange carriers (LECs) to provide
in-region video programming.  The filing suggests several necessary
safeguards to protect against anti-competitive behavior, including the
regulation of video common carriage under Title II of the Communications
Act and requiring a separate subsidiary for the LEC's video programming
activities.  "The comments in this filing would help promote competition,
foster programming diversity, and stimulate the development of the
National Information Infrastructure (NII)," said Assistant Commerce
Secretary Larry Irving.  The filing also urged that Title VI, the section 
of the Communications Act that applies to cable television, not apply to
video programming offered by LECs.  If, however, the FCC chooses to
apply Titles II and VI, the filing recommends that the FCC carefully apply
the requirement of each title to avoid duplicative, inefficient regulation.

NTIA Responds To Spectrum Analysis Study

In response to "Spectrum: Who Uses How Much, What The Public Gets
For It, And How The Public Could Derive More Benefits From It" authored
by several broadcasting companies and associations, NTIA expressed
agreement with the broadcasters that we should increase the efficiency
of spectrum use by private industry and the Federal Government, and
with the report's suggestion that NTIA has an important role in promoting
and producing greater spectrum efficiency in the future.  NTIA is also
encouraged that the broadcasters' figures released on Federal
Government spectrum today more accurately reflect the true spectrum
allocation than figures released previously.  NTIA looks forward to
meeting with the authors of this study in order to understand their
methodology and the report's conclusions.  For more information on this

Irving Discusses GII With EU Officials Today

Today Assistant Commerce Secretary Larry Irving participates in
bilateral discussions with key government officials from the European
Commission in Brussels, Belgium. The Administration is seeking
consensus on five principles concerning the Global Information
Infrastructure (GII): encouraging private sector investment, promoting
competition, providing open access to the network for all information
providers and users; creating a flexible regulatory environment, and
ensuring universal service.  Results of the discussions will be
forthcoming after its conclusion today.  For more information, contact

After Distinguished Tenure, NTIA Deputy Sugrue
Steps Down; Farquhar Becomes Acting Deputy

Last week NTIA announced the departure Deputy Assistant
Secretary Thomas Sugrue to become a name partner in the law firm
of Halprin, Temple, Goodman, and Sugrue.  "We will miss Tom Sugrue's
tremendous leadership and dedication," said Assistant Commerce
Secretary Larry Irving.  "During his six years at NTIA, Sugrue has
been involved in many of NTIA's most notable accomplishments, including
the development and promotion of spectrum auction policies that
provided the basis for the FCC's recent spectrum auctions which are
estimated to return $9 billion to the U.S. Treasury," Irving said.  Michele
Farquhar, who currently serves as NTIA's chief of staff, assumed the
position of acting deputy assistant secretary effective yesterday.
