One small point -- the nonprofit gag rule discussed in #12 does /not/
limit "political advocacy" using "federal funds" (that's already done by
numerous restrictions and requirements); it limits "political advocacy"
using any funds at all (!) by organizations receiving any federal funds at
all (!) including funds that started out "federal" but have been passed
through other levels of government or even nonprofit intermediaries. 

Everything else #12 said about the proposal still applies.

sources as well.
