On WEDNESDAY, SEPTEMBER 6, 1995, in Washington, D.C. (location to
be announced) a coalition of public policy organizations, consumer
groups and individuals will hold a press conference to formally
launch the campaign to roll back the giveaway of *new* broadcast
spectrum to incumbent broadcasters to provide digital television
services and non-broadcasting services--paging, pay-per-view, home
shopping--under the guise of *spectrum flexibility*. The estimated
value of the proposed giveaway ranges from $11 billion to $70 billion.
The future valuation of the spectrum may be as high as $500 billion
according to a report prepared by the Federal Communications Commission.
