I can't say I consider this any improvement -- it's the difference
between a quick death for public interest issues, and a slow, lingering
one. Making NTIA's domestic functions subservient to international
Trade is a sellout of the public interest to transnational corporations
and their "competitiveness" trap -- pitting citizens and nations against
each other, in a Race to the Bottom for a few crumbs of corporate
largesse.
