Hallo Colleagues on-line!

I am trying to put together resource materials on telecommunications 
and social change/application for the Social Planning Council of Metro 
Toronto (SPC).

SPC is an independent, non profit organization of individuals and groups
dedicated to research and social development. SPC is trying to fill a 
gap in terms of materials that groups can read on various facets of 
social change and the info highway.

I am wondering if you could recommend any reading material especially in
relation to access and affordability for low income households/groups vis
the information highway.

As a start, I will be happy if you could just supply me with bibliographic
references or just authors that you can think of ad-hoc.
