My somewhat informed guess is that Markey's last minute attempts to
save NTIA by moving it under the new international trade agency was
Markey's attempt of making the best of a bad situation.

Given that the Dept of Commerce seems slated for some serious slicing
and given Markey's commitment to education, communities and 
telecommunications, the Congressman should be commended for stepping 
in at the last moment and helping save the day.
