Subject:  Senate TIIAP Vote May Happen Today!


We've just heard that the Senate may consider the Commerce, Justice,
State appropriations bill on the floor TODAY!  The bill would rescind 
all FY 1995 Telecommunications and Information Infrastructure Assistance 
Program (TIIAP) funds and would not fund the program for FY 1996.  The 
bill would also cut NTIA salaries and expenses to $14 million for FY 
1996 and would cause NTIA to focus primarily on Federal spectrum 
management and would relegate domestic policy analysis on such issues 
as universal service to a secondary or nonexistent priority.

Sen. Bob Kerrey (D-NE) and Sen. Olympia Snowe (R-ME) are planning on
offering an amendment that would restore $18.9 million to TIIAP for FY
1996.  The Kerrey-Snowe amendment may be offered on its own, or
may be folded into a manager's amendment along with several other
amendments.
