Subject: TIIAP/NTIA Funding Update
On Friday, September 29, the Senate passed Sen. Kerrey's amendment to
restore $18.9 million in TIIAP funds for FY 1996. The vote was 64-33.
The appropriations bill will go to conference once the full Commerce,
Justice, State bill is passed by the Senate.
Earlier this summer, the House appropriated $40 million for TIIAP in
its spending bill. The final number coming out of conference should
be between $18.9 and $40 million.
The rescission for FY 1995 TIIAP funds is still in the Senate bill and
not in the House bill.
On Thursday, another amendment to the Senate Commerce, Justice, State
appropriations bill passed. The amendment included a $3 million increase
in salaries and expenses account for the National Telecommunications and
Information Administration (NTIA). The total in the Senate is now $17
million and $19.7 million in the House. Funding in FY 1995 was $21
million. The continued existence of the NTIA ensures that it will remain
the President's principal advisor on telecommunications and information
policy.
