NTIA To Release Paper on "Privacy and the NII"

Assistant Commerce Secretary Larry Irving will release a white paper
entitled Privacy and the NII: Safeguarding Telecommunications-Related
Personal Information on Monday, October 23.  "In this paper, we hope to
contribute to the effort of addressing the public's concerns regarding 
the protection of their personal information," commented Assistant
Commerce Secretary Larry Irving.  The paper focuses on the privacy
concerns associated with an individual's subscription to or use of a
telecommunications or information service.  In addressing these
concerns, the paper offers an analysis of the national state of privacy
relating to existing and future communications services and recommends
a framework for safeguarding telecommunications-related personal
information.  The release of this white paper will be in coordination 
with the release of the Information Infrastructure Task Force (IITF) 
voluntary privacy principles, during a White House ceremony for National 
Consumers Week 1995.  For a copy of the report, contact the Openness

NTIA Issues Report on Land Mobile Spectrum Use

NTIA today released a report, Land Mobile Spectrum Planning Options,
that anticipates future land mobile spectrum needs and outlines options 
to accommodate the growing demand for land mobile services.  Land mobile
services include cellular telephony, personal communications services
(PCS), commercial radio services, industrial and business mobile
services, and vehicular and hand-held units used by law enforcement
and public safety agencies.  "Of all of the uses of the radio spectrum,
few are as vital as land mobile services.  This report is an important 
step in our efforts to meet the spectrum requirements demanded by the
increased need for mobile communications services," said Assistant
Commerce Secretary Larry Irving.  Among many issues, the report
discusses four options that would accommodate greater spectrum use
by land mobile services: 1) utilizing higher frequencies (above 20 GHz);
2) reaccommodating incumbent spectrum users to other frequency
bands; 3) using advanced technologies to more efficiently use current
spectrum allocations; and 4) using non-spectrum technologies such as
fiber optic cable.  NTIA officials also released a new pocket-sized
version of the Table of Frequency Allocations, the U.S. proposals for 
the World Radiocommunication Conference (WRC95), and a status report on
the joint NTIA-FCC Public Safety Wireless Advisory Committee formed
last month to address public safety spectrum needs.  For a copy of any

Survey Examines NII Technologies in Rural Areas

Assistant Commerce Secretary Larry Irving last week unveiled the
Survey of Rural Information Infrastructure Technologies, a valuable
resource for rural Federal, state, tribal and local telecommunications
policy makers as well as providers and users of telecommunication
services, including schools, libraries, health care organizations,
businesses, local governments, and citizens.  The report takes a
comprehensive look at the availability of various telecommunications
technologies that can be economically deployed in rural areas.  For a

NTIA Unveils Web Resource Center for Minorities

Last month Assistant Commerce Secretary Larry Irving announced a
new on-line resource center that will provide access to information
valuable to minority entrepreneurs that want to be a part of the
Information Age.  The center, established and to be maintained by NTIA's
Minority Telecommunications Development Program (MTDP), will offer
access to information on telecommunications financing, business
counseling and training, emerging technologies, new business
opportunities, and telecommunications policy issues.  The website can
