Looking through the committee notes provided by Bell Atlantic
I find only 2 mentions of Universal Service.

One is in a provision by the House, that was not in the Senate
version, to do a study including:
"continued adequacy of the universal service definition"

The Second is a minor mention of Universal Service in the Forbearance
section.
