What an unfortunate decision, since the telecom bill will not be taken 
up again until late January.  This is certainly not an efficacious way 
to rally people to the problems which exist in the bill.

Though it will probably still not be signed by the time of the 
February meeting, a January meeting would have served to bring people 
up to date.
