Dear Anke,
Libraries prefer IP addresses because managing passwords is
a difficulty job and one that Libraries tend not to do on
campus. When each graduating class,each new hire of
faculty, there would be an updating process between the
publisher and the library. We tried this method with an
experiment called PEAK and it was very difficult to manage
on both ends.

Most publishers want to maintain control at their server,
and they do not want copies stored in any organized way on
other's servers. But this does raise the major issue for
libraries that the publishers will archive their
publications in perpetuity, or give libraries a garantee
that their archive will be transfered to a third party if
they no longer are in business.
These are quick and simple answers to rather complex
questions, but they are a start.
