In responding to Anke several people have said something like the following:

It should be noted that a number of libraries are not satisfied with
leaving archiving matters in the hands of publishers, but until there
are effective means of permanently archiving digital information at
libraries the issue is likely to remain moot. When libraries feel
confident of archiving successfully, the issue will become very
significant. --pg
