As far as I can tell the pre-emption debate surrounding the NII has 
only focused on state-federal relationships.  Any federal pre-emption 
would probably pre-empt municipalities as well.  I know that most 
cities have their own cable franchising authority.  How do these 
municipal franchising authorities interact with state government?  
With what state agencies do they interact? 

We are very concerned about the administration's seeming decision to
pre-empt state and municipal rate regulating abilities. -- Burck Smith
