          It seems to me that public libraries should be working with
          city governments to plan and implement shared networks
          between cities.  Many of the major public libraries are
          depository libraries and will get information over the new
          GPO Access System and they can share this information
          electronically with the mayor, city council and city
          offices.  The same thing will happen on the state level
          since every state library is a depository and will have the
          same information that they can share with the governor and
          state agencies.  If you read 44 USC carefully, you will see
          that the system of dissemination of federal government
          information was established to share that information with
          state governments.  After all we are the united states of
          america and sharing back and forth fulfils and strengthens
          our union.
